Condoms, Lube, and No Age Limit: Planned Parenthood Invades Sacramento Libraries

Sacramento County has crossed a dangerous new line.

In a move that sidesteps parental rights and raises serious concerns about the sexualization of children, the Sacramento Public Library has partnered with Planned Parenthood Mar Monte to install “sexual health resource cabinets” in 12 of its 28 public library branches. These cabinets contain condoms, dental dams, pregnancy tests, lubrication, and sex educational pamphlets—available to anyone, of any age, without restriction or parental consent.

With signage reading, “Having sex? How safe are you?”, the program encourages visitors—including minors—to scan a QR code that links directly to Planned Parenthood’s sex education portal: ppmarmonte.org/sexed. The invitation? “Start your journey and get the info you need in a way that’s actually interesting.”

Children, Not Just Adults, Targeted

While defenders of the policy argue the materials are helpful for adults, the reality is far more disturbing. These “resources” are placed in open, visible areas of the library—some near adult sections, others in central hubs—without any safeguard against children accessing them. Todd Deck, Sacramento Library’s Community Engagement Services Manager, admitted to CBS Sacramento that the goal is to “remove the stigma around these resources,” even if children are the ones picking them up.

“Although this resource may not be applicable for everyone, we do want to make it available for the people who do need it,” Deck said. “We are approaching this like we do a book on our shelves.”

Except books don’t come pre-packaged with condoms and lubricant.

Greg Burt, Vice President of the California Family Council, denounced the program in no uncertain terms:

“Libraries should be places of learning and safety—not distribution centers for explicit sexual content. This policy tramples on parental rights, disregards child safety, and spends taxpayer dollars on material implicitly encouraging children to engage in sexual activity. We call on Sacramento Public Library to end this reckless partnership with Planned Parenthood and restore trust with the families they serve.”

Burt added, “If state law requires giving parents the option to review sex ed material in public schools with the option to opt their children out of lessons, why should libraries get to bypass them completely? Now parents who send their kids to the library to pick out a book have to worry about them returning with condoms or dental dams.”

Public Institutions Should Partner With Parents—Not Undermine Them

The message being sent is clear: children don’t need parents to guide them in understanding sex—they need Planned Parenthood and the local library. It’s a move that not only erodes parental trust but suggests a new normalization of sexual behavior among children.

Deck, defending the initiative, claimed:

“Libraries are essential to healthy, thriving communities, so having resources that are of interest and needs of that community is really critical.”

But whose “needs” are these? The policy offers unrestricted access to tools that are meant for adult sexual behavior—yet even a child who can’t tie their shoes can take home a pregnancy test.

The Slippery Slope of Sexual Liberation

This isn’t education—it’s indoctrination. It assumes children are sexual beings who should be exploring sex at younger and younger ages. It treats sex as a lifestyle choice rather than a sacred act within the bounds of marriage, as God designed.

Promoting abstinence, modesty, and dignity isn’t outdated—it’s the only path to true sexual wholeness.
